Quays was not much more than a twinkle in developers' eyes, and nobody had imagined the arrival of the BBC, ITV and the other tv production facilities of Media City. After squatting a portacabin next to the Salford Quays project office, and needing to moor the ship in different docks as development marched on, Walk the Plank occupied various meanwhile spaces before securing the investment - bank loan, Arts Council capital funds, and our own fundraising - to make Cobden Works in east Salford our forever home. ",[],{"type":65,"text":271,"spans":272,"direction":72},"The metamorphosis of the docks in the 1990's - which included the opening of the Lowry in 2000 - has undoubtedly driven regeneration across the city, and raised the ambitions, and employment opportunities, of children and young people.  But Salford remains a place that has had more than its fair share of poverty and related challenges –  not least chronic under-investment in the arts and cultural infrastructure compared to Manchester. In 2006, there were only two Art Council England NPO’s (National Portfolio organisations) in the city - the Lowry and Walk the Plank - compared to nineteen in Manchester. Today there are four NPO's in the city, and over £400k was invested in arts projects in Salford (compared to more than £3 million in Manchester) in 2024\u002F5 so some progress. ",[],{"type":65,"text":274,"spans":275,"direction":72},"But most of our work has always taken place elsewhere... in other cities, in other countries, at festivals nationally and internationally. We were both fearful that as outsiders, our team and programme may not be welcomed by a community previously starved of investment, marginalised and by many, written off. Although there was a local family butchers, newsagents and hardware store crying out for business and the adjacent street, Poundland Avenue, boasted a Weatherspoon’s and Asda. We realised immediately that merely driving footfall to the High Street would not meet anybody’s targets -12,000 audiences and £45 per head spend for the funders and bringing joy, civic pride and the health and wellbeing benefits to residents for us.",[],{"type":65,"text":715,"spans":716,"direction":72},"It seemed an almost impossible task in the limited timescale, given a community for whom it became clear would insist on an ethos of “nothing about us without us”. We met with key stakeholders, community groups and leaders, presenting and amending our ideas and developing a group of “positive friends” to act as a touchstone for programme development and community buy in. We gained the support of the Civic Lead, Head of the Miners Welfare Centre, Local MP, County and Town councillors, charities, youth providers, Head Teachers and College Principles. It felt at times, like a herculean task, a massive leap of faith in our creative programming, skilled event and production managers, marketing and delivery teams. But most of all in our “positive friends” and their ability to engage and include.
